Unlicensed Offshore Casinos Ordered Out of Michigan by State Regulators

The Michigan Gaming Control Board issued cease‑and‑desist orders to four offshore online casinos on Tuesday.

Betty Wins, Orbit Spins, Pacific Spins Casino, and Yabby Casino, all operated by Tech Zone, Inc., based in the Union of Comoros, have been ordered to halt operations.

None of these operators are licensed Michigan online casinos. The state currently has 15 regulated iGaming operators.

MGCB says illegal operators a threat to residents

This decisive action is part of the MGCB’s intensified effort to safeguard Michigan residents from gambling platforms that lack regulatory oversight, consumer safeguards, and responsible‑gaming tools, MGCB Executive Director Henry Williams said.

“These offshore operators lure players with flashy ads and promises of big winnings, but in reality, they put consumers at serious financial and personal risk. We will continue to take strong action against unlicensed sites to ensure gambling in Michigan is legal, fair, and secure.”

Under Michigan law, which includes the Lawful Internet Gaming Act, the Michigan Gaming Control and Revenue Act, and select provisions of the Michigan Penal Code, only operators licensed by the MGCB are permitted to offer internet-based gaming and sports betting services to residents.

These four offshore online casinos operate in defiance of those laws. It exposes players to significant threats such as fraud, identity theft, financial loss, and being left with no legal recourse.

The MGCB has instructed these platforms to immediately cease all operations within Michigan. If they fail to comply, the agency warns that more aggressive legal measures will follow. That could potentially involve the Michigan Department of Attorney General.

‘Play It Smart, Michigan’

To help consumers stay safe, the MGCB continues its “Play It Smart, Michigan” campaign. This initiative includes a “Legal vs. Illegal Gaming” section on its website.

It offers guidance on how to identify shady gambling sites and directs players to a current list of state‑licensed operators.

Williams urges all Michigan gamers to view the site before playing online casino games.

“If the site isn’t licensed by the MGCB, it isn’t safe. We encourage all players to check before they bet.”

In July, the MGCB ordered nearly 25 illegal platforms to halt operations in two sweeps. One targeted 19 and the other targeted five.

Anyone who suspects illegal gambling activity is encouraged to report it immediately via the MGCB’s tip line (888‑314‑2682) or by email to MIGamblingTip@michigan.gov.
